The Philadelphia Belle, the spiffy dinner-cruise riverboat that starts sailing on Dec. 2 from Penn's Landing, has two high-profile mates, as it were. One: music men Kenny Gamble and Leon Huff, whose Sound of Philadelphia music will be the backdrop. The second: Starr Events, the catering arm of the Starr Restaurant Organization, which will handle the board on board.
